Interval Timer Software
I wrote an article a while ago talking about interval training, and mentioned the point that I manage my interval training through my wrist watch.
The other day I searched through the applications available for my iPhone, and found a really neat application from Plain and Simple Sofware (http://www.plainandsimplesoftware.com/).
I'm testing it out on the bike at the moment, doing some great interval sessions & getting huge value out of my 2 dollar investment!
If anyone knows how you could safely use an iPhone in your boat I'd be really keen to find out, as this application can really help your training.
These guys do several applications, and the one that I'm using is called 'Interval Timer'. The 'Ultra Timer' looks like it has some features that you will not use, but still may be worth a look.

Aqua Pouch

I use that UltraTimer on my iPhone. It lets you set up more than just one type of interval. For instance, you could create a pyramid interval session with ultratimer (1,2,3,4,3,2,1)min at full pace with 1 min rest as an example.
I place the iPhone in the aqua pouch/bag/whatever and then use a fabric elastic band to attach the phone to my leg. Being on a ski, it is then dead easy to see the screen and timer.
You "boat people" could velcro it to your deck I suppose.

My reputation for drowning phones, dropping them down holes or breaking them in cycling crashes means I'm not brave enough to take it out in the boat (yet).
However, in saying that: I really like your form sticking it to your leg. So you would be able to lead a group by calling the 'on / off' times & get some excellent training sessions going!
I've been using it on the bike, with an ear piece. Watching for the change of colour on the screen should work if the phone was in a bag in the bottom of a kayak (tied to something that floats...)
